The following is the law regarding skateboarding and roller-skating in Penns Grove, New Jersey.

ROLLER-SKATING AND SKATEBOARDING
180-1 DEFINITIONS
180-2 PROHIBITED AREAS
180-3 NEGLIGENT OPERATION OF DEVICES
180-4 VIOLATIONS AND PENALTIES

180-1 DEFINITIONS
A) SKATEBOARDS - A footboard mounted upon four or more wheels and is usually
propelled by the user who sometimes stands, sits, kneels, or lies upon the device while it is
in motion.
B) ROLLER SKATES - A pair of shoes mounted upon two sets of wheels and is
most often propelled by the user in an upright, standing position or kneeling. (Note: Roller
Blades uses the same concept, difference is a line of wheels that are mounted on the
shoes.)
C) COASTERS - A footboard mounted upon two or more sets of wheels and
controlled by an upright steering handle. The user in usually an upright position
propels this device. (Note: Other name for this device is Scooter.)
D) NEGLIGENT MANNER - To endanger or likely to endanger any person and/or
property, including the operator of the device.
180-2 PROHIBITED AREAS
It shal be unlawful to use skateboards, roller skates, and/or coasters on the following
prohibited areas:
North and South Broad Street (including sidewalk), East and West Main Street
(including sidewalk), South and North Virginia Avenue (Route 130), and/or ALL
SCHOOL PROPERTIES.
PROHIBITED AREAS MUST BE CLEARLY POSTED BY SIGNS.
180-3 NEGLIGENT OPERATIONS OF DEVICES
It shal be unlawful for any person to operate a skateboard, roller skates, and/or
coaster in a negligent manner upon any roadway, sidewalk, and/or publicly owned parking
lot. (NOTE: School property included.)
It shall be unlawful for any person using a skateboard, roller skates, and/or coaster to
hold onto a motor vehicle while said motor vehicle is in motion.
180-4 VIOLATIONS AND PENALTIES
Any person violating this chapter shall be punishable with the penalties as followed:
FIRST OFFENSE - Verbal warning and/or notification to a parent if
operator is a juvenile.
SECOND OFFENSE - Operator, upon conviction, shall be subject to a
fine not exceeding one hundred dollars ($100.).
THIRD OFFENSE - Operator, upon conviction, shall be subject to a fine
not exceeding one hundred dollars ($100.) together with confiscation of the device used in
violation of this chapter for a period of 5-10 days.
